เมื่อวันที่ ๑๒ ธันวาคม ๒๕๖๒ นายมงคล สินสมบูรณ์ กงสุลใหญ่ ณ เมืองโกตาบารู ได้รับเชิญไปแสดงปาฐกถาในรายการ Ambassadorial Talk ในหัวข้อเรื่อง Academic Exchange และ Malaysian – Thai Relationship ได้รับการต้อนรับโดย  Dr. Mohd Rafi Bin Yaacob ผู้ช่วยรองอธิการบดี University Malaysian Kelantan (UMK) และ ดร. รสสุคนธ์ แสงมณี อธิการบดีมหาวิทยาลัยนราธิวาสราชนครินทร์ (มนร) ในโอกาสดังกล่าว กงสุลใหญ่ ณ เมืองโกตาบารู ได้ร่วมเป็นสักขีพยานในพิธีลงนามความร่วมมือบันทึกความเข้าใจทางวิชาการ (MOU) ระหว่าง UMK กับ มหาวิทยาลัยนราธิวาสราชนครินทร์ ด้วย

On 12 December 2019, the Thai Consul-General to Kota Bharu was invited to give a talk on the topic of “Academic Exchanges and Malaysian-Thai Relationship” in the Ambassadorial Talk program at the University Malaysia Kelantan (UMK). The Thai Consul-General was received by Dr. Mohd Rafi Bin Yaacob, Assistant to the Vice President of UMK and Dr. Rossukon Sangmanee, Chancellor of the Princess of Naradhiwas University (PNU)

On this occasion, the Thai Consul-General had also witnessed the signing ceremony of the Memorandum of Understanding (MOU) between UMK and PNU.
