The T-CLAS agreement was initiated to provide better access to legal aid to Thai people in Malaysia through legal clinics, public outreach programmes, regular prison visits as well as affordable lawyer scheme. The agreement between the Royal Thai Embassy and the Malaysian Bar Council will expand the scope of the T-CLAS programme to cover the northern states of Malaysia, namely Perlis, Kedah, Penang, Kelantan and Terengganu. The T-CLAS programme also expands to cover Sharia Law and assistance in seeking clemency for capital punishment Thai inmates.
